What's going on here?

Torgo emailed wondering what the construction was for, on this lot next to Yesterdaze, on Florida, just south of Hillsborough. I found out today that this will be a parking lot for the tan and brown building in the back. That building is in the process of being renovated. It used to be a chocolate factory in the 1930's and then was converted into apartments. Those apartments became seedy over the years, until the building was bought by the current owners. It's not clear the units in this building are to be apartments or offices or both.
