TAMPA - Tampa police Officer Ernest Sosa Jr. approached the driver's window of a Kia sport utility vehicle, a stack of pamphlets in his hands.

The driver, Casey Ackermann, 21, soon learned why. She had rolled past another patrol car on North Florida Avenue near East Lambright Street, its red and blue lights flashing behind a stopped car.
