Where were the Directors?

The Tribune had an article about the Auditor General's prelimnary report of Tampa-Hillsborough County Expressway Authority.

"TAMPA - The state Auditor General's office took nearly two months to conduct a thorough review of the Tampa-Hillsborough County Expressway Authority.

But it only needed 13 pages to pick the embattled toll-road agency apart.

The Auditor General's preliminary report, released Thursday to the expressway authority, is a blistering and blunt portrait of an agency bereft of oversight, rife with questionable expenditures and incapable, even today, of accomplishing basic tasks such as appointing an interim executive director. "

My question is where were the Directors in all of this? They were supposed to providing oversight. This includes Thomas Scott and Gwen Miller. Sure those two became huffy at the end, but what where they doing earlier, for oversight? Was Gwen Miller being her usual Silent Gwen?
